ok..i got it to work..thanks. My PC was simply applying a .rar icon to the
file and I assumed it was .rar. Burned the CD and when through the process
and everything is cool now.

If you want to use the bootable CD version of ntpasswd, you only need to
download the appropriate .zip file, which contains only one file, an .iso
image file. You don't copy that to the CD, you use it to make the CD -- any
CD burning software should be able to do that.
