Turn off autoreboot. The likely reason it "restarts" is that it is
actually crashing while trying to shutdown and with "Autorboot" turned
on it simply reboots. Look in Control Panel, System, Advanced, Startup
and recovery. Now you should get a BSOD with stop error to trace.
