Sounds like there might be either a hosed profile or the machine has some bad bugs installed.
To check the profile, go to another user and see if IE works. Or create a new user and try. If IE is ok, then you'll need to get someone to give you a CD with the utils to clean the machine of bugs. First stop would be AD-Aware SE.
Other here might have some other suggestions.
