Website management/design software?

We run a Windows 2000 server with a custom-written application that serves
up pages for one of our websites. The person in charge of this website has
an HTML interface that she uses to post new stories and advertisements, but
the system is pretty automatic. It was written using ASP and Delphi and
some other things that we don't have in-house expertise to make major
modifications, such as changes to the page layouts or new features.

Anyway, I suspect that there is commercial software available for doing this
exact sort of thing - serving up .asp pages and accessing SQL databases, but
I don't really know where to start looking (something much more advanced and
automatic than simple HTML editors like FrontPage). I'd like to retire this
old system and buy something "off the shelf" with manufacturer support. I'm
not a programmer, just a humble admin. What sort of pre-packaged systems
are there for doing this sort of thing in-house?
