NTFS Permissions

I have a W2k Server hosting our intranet. I have some folders under the www\
root that I have given Modify permissions to certain users to allow them to
upoad files to there.

I use the excellent ASP & Dunda Upload control to do this. However,once a
file is uploaded I want to remove write permissions to prevent it being
overwritten. I can do this by using the Upload control to add/remove
permission,however this only works if logged in as an administrative user.
(Windows authentication is used for the intranet, no anonymous access)

I have set the permissions on the folder to allow the users to change
permission and also tried Full Control but this still fails. I've noticed a
user with Full Control of the folder is still unable to change permissions on
the files located there regardless of using ASP/Uploader.

Am I missing something obvious or is there something I need to check?
