Hello,
Thank you for posting.
During my research I found that the computer account of Self has to be
granted the Create All Child object access on the computer object of the
Ris Server in AD.
Please check if the appropriate permissions are in place. Check if the
issue is resolved.

| We have promoted 2 Windows 2003 servers to domain controllers. We have
