Access denied as Users and Power Users

Hi all,

I have 3 windows 2003 server...
Just one give me problems...

If I log on like a Domain User or Power Users I can't use Ipconfig and ping
utility and I can't use Network Browsing.....
In both cases I Receive a "Error 5 -access denied"...

On the other 2 servers...there are not any problem....

The 3 Servers are configured identically..

All 3 servers are Citrix Servers...
