SNMP uses high CPU time

We have a Windows 2000 Server running SP4. I installed SNMP and SNMP4W2K,
and normally we can pull data from it without a problem. Every few days, our
monitor says that the server is not responding to SNMP calls, and checking
the server shows that SNMP.EXE is using about 50-60% CPU time. Shutting down
the SNMP service and restarting it corrects the problem temporarily. Wait a
few days and it'll be back up at about 50%.
I've scanned Microsoft's Support site and Google, and the only thing I can
find that comes close to describing the problem is KB article 838491 "SNMP
uses 100 percent of the processor time in Windows 2000." I've never seen it
go that high, but it does go unresponsive until I shut down and restart the
SNMP service. The KB article refers to a hotfix, but I would have to sit on
hold with MS (as well as pay a support fee) to get it, and I don't even know
if this will fix the problem.
Is there a way I can tell if this is what's causing the high CPU
utilization? And if it isn't, where else can I look to find the cause of the
problem? We're monitoring a dozen servers, some Windows 2000 SP4 and others
Windows 2003, and this is the only one showing this problem.
