Event ID 5719

I have DC that is Posting Event ID 5719 - No Windows NT or Windows 2000
Domain Controller is available for domain xxxxx. The following error
occurred :
The RPC server is unavailable.

I found a post on JINC advising juking the registry to increase the NetBT
buffer space. I followed the steps and the error still occurs. Does anyone
have any other suggestions ?
