Programs do not open/respond

Weird problem I am having...When I log on as admin on my server into the
doamin (not local) and I try to run any program nothing happens. Any control
panel program, AD users and computers, etc. I click on the icon and the mouse
goes to hour glass for a half second then back to normal but the program
doesn't open. If I log as my user name, programs run fine....any clues?????
