Problem with USB device

Can not install Toshiba MK 4025GSA USB 2.0 external Hard Disk on a Dell
Latitude C400 laptop, however get this, It's no problem to install on the
Tower PC also on my desk. Both computers are running Windows 2000 Pro. SP4
both have the same versions and release dates but the Laptop just can not
"recognise" the device, It can however "see" it. My error message is as
follows..."Error, installation failed because no function driver was
specified for this device instance" I have 2 computers side by side both
running the same OS, one recognises the device instantly and the other not at
all. Any fix out there greatly appreciated
