Your post is a little unclear:
- Are you asking how to MAKE a shared folder, or how to ACCESS
   a shared folder?
- Do you have a problem in accessing the administrative share C$
  on a Win2000 PC?
- Do you have a problem in accessing the administrative share C$
  on a WinXP PC?

Furthermore:
- What account name do you use when logging on to your Win98 PC?
- What account name do you use when logging on to your Win2000 PC?
- What account name do you use when logging on to your WinXP PC?
