explorer.exe using high CPU

I have a Windows 2000 workstation after it boots up
explorer.exe runs at 78 to 90% cpu usage. I can kill the
process and create a new explorer.exe process and it run
fine but after a reboot it goes back up. I ran a full
virus scan and found nothing. reinstalled SP4 and it is
still having the sam problem.
