If have fixed this several times on some systems
and been left flabbergasted on others.

First step is to check the motherboard manufacturer's
web site to see if your BIOS version is the problem.
Sometimes stepping back to an older version of the BIOS
or installing a newer version fixes the problem. Because
a BIOS installation can be risky, be sure that the bug fix
list for your BIOS specifically addresses this issue before
installing a different BIOS version.

I have also twice fixed this situation by simply making
sure the monitor setting in the "Display" control panel
applet is correct. Similarly, making sure the OS
recognizes the correct SCSI card, NIC, etc, can fix this
problem. For example, if your Model 1234 widget is
sufficiently compatible with the Model 1235 widget, then
W2K might detect your widget as a 1235 instead of a 1234
and you might not be able to make ShutDown work properly
until you manually correct that misidentification.
Just because your hardware appears to work correctly does
not mean the OS has identified it as well as it needs to -
and that somehow seems to sometimes interfere with the
shutdown process.
