energy saving settings problem

Hi,

I am having a real problem with a desktop that I have re-loaded Win2000 on.
The energy saving settings don't turn off the monitor when specified. I
have tried going into 'Settings>Control Panel>Display>Screen saver' and then
accessing the switch-off monitor settings. If a change is made, the
'switch-off' runs faultlessly. However, if the machine is re-booted,
monitor switch-off does not happen unless you reset the energy saving
settings again.

The machine has a Tyan Tiger dual processor board and W2K has SP4 installed.
Help!
