I don't know, but you might get something out of Group Policy
Management Console (GPMC):

http://www.microsoft.com/windowsserver2003/gpmc/default.mspx

(it can be used against a Windows 2000 domain as well, but
you will need to install GPMC on a WinXP SP1 computer that
has the .NET Framework installed)
