Thanks to all who replied. But I should have guessed the answer myself.
Norton Antivirus! Yup, I had forgotten that we had just put NAV 2004 on the
machine.
Tried bringing the machine up in safe mode. The floppy drive works great.
Next I told NAV to not load autoprotections or email scan, rebooted, and the
floppy works great.
I then turned it back on, rebooted, the floppy fails.
I uninstall NAV, Floppy works great.
I install NAV, the floppy works great.
I reboot after installing NAV, NAV starts its autoupdating of itself and
definitions, the floppy fails.
I turn off autoprotect and reboot, floppy works great.
I turn NAV autoprotect back on (BUT do not reboot) floppy still works.
conclusion -- Symantics NAV has a problem!!!!
Moral - Installations, even those that seem to go well, will bit you in the
*** in accordance with Murphy's laws every time.

Have you looked in the BIOS setup to see if it is recognized there? The
BIOS setup is specific to the machine you are using.
