Window can be moved under taskbar

On a certain computer, I can manually move a window caption completely under
a taskbar (topmost, no auto-hide) on top of the screen. As a result, I
cannot click on the caption anymore, and therefore can't easily move the
window back out.

On another machine, the cursor stops when I try to move a caption under a
taskbar, which is the behaviour I expect to see.

Does this depend on the hardware? I have W2K SP4 on both machines. Both have
a dual screen configuration (but with different graphic cards), although
only the machine where I have the problem has a configuration where Windows
recognizes two display monitors (on the other machine, the graphic driver
takes care of that, and the system only sees one display monitor).
