WIN2000 Freezes at start-up at Windows 2000 Pro Splash Screen

Dell 1.7GHz with Windows 2000 Professional.
- On boot-up, it freezes on the Windows2000 Pro screen
after the "Starting up..." status bar goes all the way to
the right.
- Will not boot into safe mode. Freezes after "Starting
Windows..." status bar goes all the way over to the right.
- Will not boot into "Last known good
configuration." "Profile 1" (I only have one.) freezes on
the Windows2000 Pro screen after the "Starting up..."
status bar goes all the way to the right.
- Ran Norton Antivurus Emergency Disk program; NAVDX found
no viruses.
- Inserted Windows 2000 Pro CD-ROM:
- Selected "Repair"
- Selected "Console"
- Selected "1" when asked "Which Windows 2000 installation
would you like to log onto?" (I only have one): "1:
C:\WINNT"
- Nothing happened. It just sat there. After five minutes
I
- Power cycled the PC
- Booted the Windows 2000 Pro disk again.
- Selected "Repair"
- Selected "Emergency Repair Process"
- Selected "Fast Repair" option
- As requested, inserted "Emergency Repair Disk" and
pressed "Enter"
- "......Please wait while the Emergency Repair Process
examines files on your hard drive."
- "The following value in the .SIF file that Setup uses is
corrupted or missing. It found a "0" value in "SP1.cab"
and was unable to copy this file. I skipped this file.
- It found a "0" value in "sp1.cab" and was unable to copy
this file. I skipped this file.
- It found a "0" value in "sp1.cab" (again) and was unable
to copy this file. I skipped this file. (This is just a
guess on my part, but "SP1" may be "Service Pack One." My
PC is well beyond Service Pack One, but maybe my Emergency
Recovery disk was made when I only had SP1 loaded on my
PC. Just a hunch.)
- It got to 100%, then it looks like it froze
while "Examining \WINNT\help\nmwhiteb.chm..."
- After five minutes I power cycled the PC
- Booted the Windows 2000 Pro disk again.
- Selected "Repair"
- Selected "Emergency Repair Process"
- Selected "M" for "Manual Repair"
- Selected "Inspect startup
environment, "deselected "Verify Windows 2000 system
files" and "Inspect boot sector." "enter"
- "Please wait while setup examines your disks..."
- Inspection of startup environment completed and system
tried to reboot, but froze as before.
- After five minutes I power cycled the PC
- Booted the Windows 2000 Pro disk again.
- Selected "Repair"
- Selected "Emergency Repair Process"
- Selected "M" for "Manual Repair"
- Selected "Verify Windows 2000 system files,"
deselected "Inspect startup environment" and "Inspect boot
sector." "enter"
- "Please wait while setup examines your disks..."
- File "ntldr" was "not the original file that Setup
copies to the Windows 2000 installation." Repaired file.
- same with arcsetup.exe, arcldr.exe, \WINNT\system32
\drivers\hidclass.sys, \WINNT\system32\drivers\usbhub.sys,
\WINNT\system32\drivers\pciide.sys, \WINNT\system32
\drivers\pci.sys, \WINNT\system32\drivers\acpi.sys,
\WINNT\system32\hal.dll, \WINNT\system32\ntkrnlpa.exe,
\WINNT\system32\ntoskrnl.exe,
\WINNT\system32\drivers\update.sys, \WINNT\system32
\odtext32.dll, ...and a bunch of others. Selected "A" to
repair all.

- The "Inspect boot sector" completed and it attempted to
reboot, but but froze as before.
That's it. I'm out of ideas. It's going to take someone
a lot smarter than me to fix this problem. Any ideas?
