Note: You must have administration privileges.

>From the Start menu, click Run, and then type:

gpedit.msc (this is the group policy editor)

Press Enter

In the view pane of Group Policy, under User Configuration, open the Adminstrative Templates folder.

Click the Control Panel folder.

In the details pane, double-click "Hide specified control panel applets.

In the "Hide specified control panel applets Properties dialog box, you can either disable hiding, or click "Show"

In the "Show Contents dialog box, click Remove

In the Remove dialog box, type: power options.

Click OK.

Power Options should no longer show up under "List of diallowed Control Panel applets" in the "Show Contents dialog box.

Other Group Policy settings that effect Control panel applets are:

Disable programs on Settings menu
Location: Local Computer Policy\User Configuration\Administrative Templates\Start Menu & Taskbar
Prevents any programs on the Start/Settings menu from running

Disable Control Panel
Location: Local Computer Policy\User Configuration\Administrative Templates\Start Menu & Taskbar.
Disables all Control Panel programs. This policy prevents Control.exe, the program file for Control Panel, from starting. As a result, users cannot start Control Panel or run any Control Panel programs

Show only specified Control Panel applets.
Location: User Configuration\Administrative Templates\Control Panel
Hides all Control Panel programs and folders except those specified in this setting.

Hide specified Control Panel applets
Location: User Configuration\Administrative Templates\Control Panel
This policy removes Control Panel programs (such as Display) and folders (such as Fonts) from the Control Panel window and the Start menu. It can remove Control Panel programs you have added to your system, as well Control Panel programs that are included in Windows 200.

If this is not a Group Policy issue, then you are missing the shortcut to the Control panel applet, the applet is usually located in the systems folder under WINNT.
