can not find file error

Poking through the large amounts of available messages,
I see lots of references to the now familiar "can not
find file or component" error messages.
Am I correct in assuming that there is no solution yet?
To recap:
-From the start menu, Run, "notepad.exe".
-Notepad starts as expected.
-Immediately followed by the "cannot find file notepad.exe (or one
of its components)" error.
-Using a fully qualified path makes no difference.
This has been happening for me since day one after the clean install
of the OS. Reinstalling the OS did not help. Normally this is just
an annoyance, but some install programs like to launch programs in the
middle of the install and actually check the return codes. (Normally
this checking is a good thing, but not when the OS lies to it.)
