High CPU usage when system is idle

Hi,

when my server is idle (99% cpu time for system idle process), the
server responds stil jerky and the cpu usage in the status bar and on
the performance tab is reported at 20%...

Is there a way to determine which is causing this ? It sure isn't a
process. I've disabled almost all services but that doesn't help.
Could it be a driver that is causing the high cpu usage, if so how can
I determine which one....
