Passing a program startup parameter in a shortcut

I'm trying to pass a program startup parameter in a
shortcut and I get an error msg every time. The program is
Newsbin Pro and I'm trying to pass the name of the
configuration file I want to start up with. Is there some
trick to how the parameter name must be specified? Any
help would be greatly appreciated.
