problem with microsodt installer

I re-installed windows 2000, and tried to instal sp4.
It didn't go well, and I think it messed up the MSI.
Ever since, when I try to run a windows installer, I get
error message:
"thw windows installer service could not be accessed".
I tried to restart the service and re-install sp3, but it
didn't help.
Any idea, anyone?
