Fixing Personalized Menus

I'm someone who happens to like Personalized Menus, but ever since I created
a new Power User account for myself on my Windows 2000 computer,
Personalized Menus haven't worked on that account. They continue to work on
other accounts.

All of the shortcuts in the Programs List in the Start Menu show up, except
one, which leads to an exe I created myself. Personlized Menus seem to be
enabled (certainly the check box is checked), but every other program is
being tagged as used recently. The only reason the shortcut to my own exe
hasn't been run recently is that I've set up a keyboard shortcut for that
link.

I checked the Add/Remove Programs applet and found that almost every program
installed is listed as having been run today (which is not true--most of
them haven't), and have been used either frequently or occasionally. One
program that was listed as rarely used, AOL Instant Messenger, was listed as
last used a year and a half ago (which doesn't sound right), but is still
listed as used frequently (though I don't think I've run it in a couple of
months).

The system clock is set correctly.

Apparently Windows thinks all of these programs are being used. I am the
only user of this computer, and I usually run the system as a Power User
(though I log in occasionally as an Administrator for purely administrative
purposes). I've got updated and recently-checked anti-virus and
anti-spyware programs. Does anybody know how to fix this? Is there a
problem with this account's MRU list? How can this be reset or cleared?
