Problems with Active Desktop

When I try to open "My Computer", "My Documents", "My
Network Places", or "Recycle Bin", I get an Active Desktop
error. Another symptom is that my Internet Explorer will
not open.

I can use all of the other programs (i.e. Word, Excel,
Outlook, etc...) without any issues. This occurs with all
users. However, I have no problems in Safe Mode.

Please Help.
