W2K TaskManager always in iconized mode in TaskBar

Windows 2000 SP3
Intermittently, TASKMGR invocation produced a green
rectangle in the TaskBar area, and refused to open in full
as a window. If mutiple invocations are done, it happily
resulted in 2 or 3 green rectangles in the TaskBar.
Does not matter how Task Manager is invoked:
CTRIL+SHIFT+ESCAPE, CTRL+ALT+DEL, TASKMGR at DOS console
the same symptom occurs
My client is very aware of spam infection, but has
exhausted the scanning with negative results
Restarting the system seems to have fixed this problem,
but sometimes it does not.
Running TLIST during problem times produces a normal list
of open files, and I can't see anything different from the
list from a normal system.
How to proceed further, and fix this problem on the spot
