Adding network printers

We have a Windows 2000 based network (Win 2k server & clients). All user profiles are local, not global. When a new network printer is connected, I am having problems getting it to automatically show up for each user without having to log in as that user and install the printer. Management will not allow roaming profiles. Users don't like to have their profiles deleted. So, is there an easy way to install the printer so that each user will automatically see the new printer without all the hassle?

I've tried making 'authenticated users' part of the administrators group of the local machine. I've tried using permissions in the 'security tab'. Nothing seems to work.

I hope someone has a solution.
