As been mentioned before, it sounds like this is expected behavior based on
your hardware configuration. Exert from Q325590:

- For Basic volumes, the unallocated space for the extension must be
  the next contiguous space on the same disk.

- For Dynamic Volumes, the unallocated space can be any empty space on
  any Dynamic disk on the system.

Also, did the new space appear on the end of the existing logical volume, or
as a new logical volume? It sounded like it appeared at the end of the
existing volume, which means that your hardware RAID controller supports
dynamic size extension for the array.

Also be sure to run diskpart from safe mode.
