For anyone that might be interested, Microsoft responded
and confirmed this to be a bug caused by a recent security
update. A patch will be available in the near future. It
affects all Windows 2000 Pro systems that have installed
the update (824145 update).

To check your PC, open My Computer and try to use the See
Also hyperlinks. "Network and Dial-up Connections" is the
only one that will work. This is true of most windows
opened via Explorer.

>I have Windows 2000 Pro SP-4 with all known updates
installed. When one clicks My Computer (or opens most any
window such as Explorer or any folder), there are usually
several links (My Computer, My Documents, My Network
Places, etc.). Only the hyperlinks to Windows Update or an
true http:// link is still functional. The computer is a
Dell OptiPlex with 384 MB RAM and two 40 gig hard drives
with lots of open space. Other than this issue, the
computer seems to be working better than ever.

downloads disabled this feature, or if there is some way
to re-enable the feature? Thanks.
