I found a resolution for this problem. This morning, the user who was
having this issue was getting an error when opening a spreadsheet in Excel
that contained VBA macros. The error was as follows:

"One of your object libraries (excel9.olb) is missing or damaged. Please
run setup to install it."

When I clicked "Ok" I got the following error:

"An error occurred initializing the VBA libraries (32797)."

I looked this error message up in the Microsoft Knowledgebase and found
article 296114. I followed the instructions in this article for Windows
2000, which involved resetting security on the registry key
HKEY_Local_Machine\Software\Classes\TypeLib. After performing these steps,
it not only fixed the Excel issue but also corrected the issue I was having
in Internet Explorer.

I thought you might want this information for future reference in case
someone else experiences the same issue where Internet Explorer browser does
not open a link in a new window when logged on as a User or Power User.
