Strange problem with CDR

I have two machines, both W2K but one is SP3 and the other is SP4. Files on
a CD-R made with the XP native CD burning utility could NOT be copied to the
HDD on the machine that is SP3 but could be on the SP4 machine. Is this a
known bug in SP3?
