Moving IE6 cache to 2nd HDD breaks downloads

I'm running IE6 SP1 on Win2K Pro SP4. I recently upgraded the HDD and
did a clean install of everything. To make use of the old HDD I
re-formatted it and connected it as master on the secondary IDE
channel (which it shares with my CD-ROM drive). I read somewhere that
browsing could be speeded up by moving the IE Temporary Internet Files
folder location to a separate drive from the OS drive, so that's what
I did a couple of days ago. Yesterday I came to download a couple of
small programs and found that IE wouldn't do it. It browsed the web
just fine, but whenever I tried to download a file using "Save target
as" or just clicking on a download link, IE would throw up an error
message to the effect that it couldn't connect with the site and I
should try later. This happened with many different sites (including
MS) over a number of hours. I tried all sorts of things - virus scans,
SpyBot etc., turning off my firewall, and then re-installs of IE6,
reverting to IE5.01, and finally I restored an image file of the C
drive from a few days ago. That fixed it. Since the IE cache had moved
back to the default location on the root drive, I decided to change it
over to the spare HDD again. The exact same problem came back! So, I
moved the cache folder back to another partition on the same drive as
the OS and the problem went away again. It seems to be a repeatable
bug.
Any ideas why this is happening?
