Further update, for those who are interested.

The FAT32 boot partition was cloned to another disk and it was laid
off to a full partition. Acronis True Image converted the FAT32 (32
GB) to a full FAT32 (LBA) partition. It works properly in Windows.

The system is running sluggishly so I defragged it with Perfect Disk.
That is a two step process: 1) Conventional defrag and compaction; 2)
Offline defrag of pagefile and other system files. Judging from the
time it took, they were badly fragmented.

Now the system runs quickly, like the NTFS system ran.

How come there are two entries in the defrag programs (both Win2K
defrag and Perfect Disk)? Each appears to be identical but the GUIDs
are different as displayed by Perfect Disk. It seems that Win2K is
associating 2 different device drivers with each partition. It did
this with the NTFS partitions too?

Why two device drivers per partition? This does not show up in Disk
Management - only one entry per partition. But when I was switching
partitions around in the process of converting I would get two device
letters per partition for the partitions on the D: drive. They were
identical to one another. After I cleaned everything up, the
extraneous devices went away so now Device Management shows the proper
single device per partition.

What is causing this goofy behavior in the draggers?
