LOL. Maybe it's better now but a few years back it was a real clunker.

Files are only locked while Windows is active. Since your DUT
(Device Under Test) is now running as a slave disk, nothing is
locked.

The files for the boot disk are locked since Windows is running.

Here is the recipe:
1. Install the DUT as a slave disk on some different machine.

Why a different machine?

2. Copy the system partition to some other location:
XCOPY D:\ C:\SomeFolder\ /s /h /k /c 1>c:\test.log 2>&1

Understood. The DUT boot partition gets copied to a location on the
current boot partition on a scratch disk.

3. Examine c:\test.log for error messages.

Understood.

4. Make sure that the target location contains the same amount
of data as the source location.

Understood.

5. Repartition & reformat the DUT.

I assume you mean format as FAT32.

6. Mark the first partition active.

Understood.

7. Reverse Step 2.

Now I understand what you are doing. You copied the inactive boot
partition to a scratch disk and then laid it back onto the DUT which
was reformatted FAT32.

If you want to play it really safe, use a spare disk in Step 5.

I will give it a try and see what happens.
