yes, an administrator can do it (assuming they have access to the files)

its not a recycle bin. They can restore it, but only to a version thats been
captured by VSS, so it depends how much had modified between the shadow copy
being taken, adn them deleting it. Though i'd imagine restoring it from VSS
would be quicker and contain a more recent version.
