1.) Make sure the folder exists.
\Documents and Settings\%username%\Application Data\Microsoft\Internet
Explorer\Quick Launch
2.) Create a new file named 'desktop.scf' with the following contents, then
drag it to the quick launch bar.
[Shell]
Command=2
IconFile=explorer.exe,3
[Taskbar]
Command=ToggleDesktop
