Can't display quick launch toolbar

In Windows 2000 SP4 with admin rights.

I right-click on the taskbar, choose Toolbars/Quick Launch.

Error message is: Cannot create toolbar.

Same message for the Desktop toolbar
I may have deleted it (cleaning garbage). How do I re-
create it?
