Hi Larry,

Take a look at the article listed below:
170086 System32 Folder Opens When Logging on to Windows XP, Windows 2000, or
http://support.microsoft.com/?id=170086

This problem can also be caused when the user has Netscape 4.5 installed.
The build most known to cause this is 98293. To check the build number
Launch Netscape and go into Help - About Communicator. The good build
number is 98287. To remedy the problem, however, you must delete the
ntuser.dat for the user that is having the problem.
