Securing W2k Directory Structure

I have a Windows 2k server that is used as our main
file/data server. We have dozens of people that need
access to directories on the system, and files within
those directories and subdirectories.

We have noticed lately that someone is randomly deleting,
or moving some of the subdirectory structure on the
server. Since there is a limited number of people that
have Full control over the folders and most need modify
rights set at the parent folder level for making changes
to the files within, no one seems to know how this is
happening. I don't believe this to be intentional, but
more accidental because some of these users are not aware
of what they are doing when this happens, and that they
need to be more careful when working in the
subdirectories. We have tried training, and there are
some users that just can't grasp the concepts.

I wanted to know if there is a way to set security on the
folder structure so that users can not move or delete
them, yet modify the files as needed within the folders
themselves?? If there is no native W2k method to do this,
are there any 3rd party applications or utilities that
can assist us?

I checked some of the advanced directory permissions, but
when I apply a few of them, they seem to do the job, but
also lock the users from modifying the files they need to
modify, so we had to take those restrictions off..

If anyone has any suggestions, I would appreciate it.
