As you figured it out in the kb article, " Add a local account name with
administrator rights." should read as "give/enter a local account with
administrator rights"

In short the steps are
    1. Create a local admin account, Say FaxUser
    2. Goto Phone and Modem configurations, Configure calling card for that
user
    3. In the fax services page (mentioned below), enter the FaxUser
account and password

When you logged in as non admin user, does fax service starts and sends fax?
