We have core applications such as Netbackup and netiq monitoring that
require reverse lookup zone queries. Since we have multiple forests
and each share the same 10.x.x.x network not all reverse zone are
centralized.

Some zones register in one domain and others in another. If we
attempt to set secondary zones we obtain a conflict since they share
the same IP range.

What would be the best way to get the reverse zones and IPs
centralized across all domains and within different forests sharing
the same IP scheme?

If the network are all using the same subnet then it won't work. They are
using the subnet, right?
You say 10.x.x.x, would this be with a 255.0.0.0 mask?
If you would split the Subnets into 10.x./16 (255.255.0.0 Mask) it could be
fairly easy using two zones in each server, one 10.x zone using delegations
for each of 0-254. This will give you up to 255 subnets each with 65534 IPs
on each subnet. This is about the most elegant way to delegate reverse
lookups, without using CNAME delegations.
