You can't really disable cached lookups on a server, but you can set the
MaxCacheTtl on the server to 0 seconds which in effect disables server side
caching.
The MaxCacheTtl can be set in the registry or with dnscmd see:

For client side caching the are two ways, stop and disable the DNS Client
service, or set the MaxCacheTtl on the DNS Client.
