The ipconfig /all looks OK and is using the DCs addresses for DNS, which is
good.

On the properties *** of the iha4.navy.mil zone, Is Allow dynamic Updates
set to "No"?

You can temporarily set Allow Dynamic updates to "Yes" and use netdiag /fix
command, then change to "Allow only secure updates".

Run netdiag /test:dns /v and post the results.
