Now I have set the new Primary DNS server in DHCP>Server Options as well as scope options, and still cannot pick up the right DNS server through
release/renew.

In a domain you have to use internal DNS server for DNS and the ISP's DNS server has to be configured on the FORWARDERS tab of the server properties in the DNS management console. ...
