If this doesn't resolve by logically finding the
problem, then I would suggest a repair install
from the original CD or system load share.
Run the install, choose same directory, MAKE SURE
that you are asked if you wish to REPAIR. Afterwards,
you can check Windows Update to make sure you are
fully up to date.

Probably but not necessary since Server is for providing
services to OTHER computers, and Workstation obtains
those services (file, print, other "built-in" type net services.)
On the other hand, way down in the NetDiag is seems BOTH your
Workstation and Server services have failed to register their
NetBIOS names on the adapters.
NBT tests were passing so it doesn't look like you have turned
of NetBIOS which IS in fact "legal" (although a generally poor
idea.)

That sounds like something needs repairing/setting
in the DCOM control panel but I don't know what
specifically.
