This is NOT a DNS question.
But, to help, did you alter the permissions on the C: drive at all? THat
will usually cause this. Never alter the permissions on the system volume
drive unless you know what the required permissions and account should
absolutely be there. A friend of mine messed with his drive perms like that.
He called me to fix it. It was a pain fixing it.
Here's an article to show how to boot in Safe mode with limited virtual
memory and mentions the permissions issue.

You can try to use the /MEM=40 option in boot.ini to force and limit the
page file to 40megs, but if the perms have been altered, that will be
difficult if the System account does not have FC on the volume and inherited
down.

If that doesn';t work, you can try Winternals ERD boot commander and get in
and alter the drive permissions to default (Everyone FC).
