    Sorry, there actually was a recently installed device. I put a (Microsoft
    brand) Wireless Base Station in our office about two weeks ago.

    I just took it off the network, and I'm able to restart DHCP services and
    they're still running (after 15 minutes)!!

    Thanks everyone! Sorry for the incomplete information.

    Only problem now is one laptop can't log on, but that's better than we were
    15 minutes ago.
