I recommend enabling the 002 Microsoft option on the DHCP Server for
'Microsoft Release DHCP Lease On Shutdown Option'. I walked Subh
through getting there in the DHCP Server UI via Scope Options. This
option should be set to 1.

Also set the scavenging period to more than the lease period
and Make the following registry change on the DHCP server.
HKLM\System\CCS\Service\DHCPServer\Parameters\DatabaseCleanupInterval
to 60
from the default value of 1440 ( 1 day).
