Pinging domain names isn't always the best test since for one, many domain
names block ICMP (what ping uses) and two, you may have a proxy, ISA or
firewall that blocks it. Do you have a personal firewall installed on the
machine? Do you have a proxy address in your IE properties?

It can also be caused by your ISP having problems as well. Have you called
them and reported what's happening?
